I didn't measure the material I used, I just purchased as much as I can, depends on how many tiers you want, the skirt in the video has 4 tiers, the length of the elastic was 24 inches, and 35 inches for the skirt, the last step was slide the elastic through the casing, pull all the way through, gather the skirt to the same length of the elastic!
